1. The Joker

Not a surprise there. Joker is the anarchy to Batman’s law, the crime prince of clowns who terrorized Gotham and Batman since 1940. By Jack Nicholson’s maniacal smile, Heath Ledger’s Oscar-winning madness, or Mark Hamill’s definitive voice acting, the Joker is the yardstick by which all comic book villains are measured. He’s appeared in some of the best Batman tales, The Killing Joke and Batman: A Death in the Family, and his hotheaded unpredictability is Batman’s worst nightmare.

2. Two-Face

Harvey Dent was Gotham’s golden boy, a prosecutor and Bruce Wayne’s friend. But when he was acid-splashed, he emerged as the coin-flipping, split-personality abomination Two-Face. His tragic fall and fixation on probability make him one of Batman’s most iconic and grotesque villains. That twisted coin is more than a hoary convention it’s a metaphor for how fine the line is between hero and beast in Gotham.

3. Catwoman

5. Penguin

Oswald Cobblepot, aka the Penguin, strolled onto Batman’s stage back in 1941 and never departed. Occasionally a charming “gentleman of crime,” occasionally a deformed crime boss, Penguin has been comedy relief, most nefarious threat, and all combinations between. Regardless working Iceberg Lounge or plotting in the sewer, Penguin’s ideal combination of polish and ferocity drives him decade by decade.

6. Bane

Bane is the brains and the brawn a two-in-one for the rogues’ gallery in Gotham. Created in the early 1990s, Bane came into prominence by disqualifying Batman from further activity as a superhero by breaking his back in the classic Knightfall scenario. Bane is not a dumb thug; he is a mastermind who tires his enemies out before he kills them. In one of his back-then comics, Bane even had a stint as a Mexican luchador and body-slammed people for a living when he lost access to his venom serum. Bane is physically powerful, but his strength is really in his brute will power to outmuscle and outwit the Bat. He’s evolved from comic book villain to be feared into a movie thug who goes underrated, but as the fellow who did bust up the Bat, he’s immortal.

7. Harley Quinn

Born in early-1990s cartoon shows as the Joker’s sidekick, Harley Quinn quickly developed into a leading lady in her own right. Mischievous, unreliable, and more than able to hold her own on two legs, Harley’s fan appeal went into overdrive, inspires a spin-off comics series, spearheads work in Gotham City Sirens labor, and a breakout movie performance by Margot Robbie. Harley is the ideal chaos yin to Batman’s heaviness and to the Joker’s insanity.

8. Ra’s Al Ghul

If you’re looking for a villain with a flair for the dramatic, Ra’s Al Ghul is your guy. Leader of the League of Assassins and a master of immortality (thanks to the Lazarus Pit), Ra’s is both mentor and adversary to Batman. He’s the architect of grand, apocalyptic schemes and has even trained Bruce Wayne in some storylines. Ra’s Al Ghul’s blend of wisdom, menace, and near-invincibility makes him one of Batman’s most formidable foes.

Dr. Jonathan Crane, aka Scarecrow, is the fear master of Gotham. He has been employing fear toxins and psychological warfare since 1941 to induce the victims’ deepest fears similar to Batman. Scarecrow’s astute plan and psychological game playing have been what have established him as a household name in comic books, films, and video games. He’s the bad guy who preaches that sometimes the best weapon is the mind.

Man-Bat is what occurs when Gotham science bites back. Dr. Kirk Langstrom’s desire to give himself the sonar abilities of a bat resulted in a gigantic, man-bat creature with superhuman strength and a bad case of bat-dementias. Man-Bat is a perfect doppelganger for Batman, and his tragic tale of mutation and loss is so good that he’s a favorite, albeit one whose appearances in comic books are fleeting.

Yes, Lex Luthor is the arch-nemesis of Superman, but he’s also crossed over into Batman’s world enough to earn a place on this list. Whether he’s outwitting Bruce Wayne in the boardroom or scheming to become the ruler of Gotham as President of the United States, Lex has the same level of intelligence and determination that makes Batman’s top villains so compelling. His fights with Batman are as much battle of intellect as fist, and thus every fight is a game of chess of high stakes.
